Workforce Pell Grants

Workforce Pell Grants extend federal Pell Grant aid to eligible students in approved short-term workforce programs, including qualifying Registered Apprenticeship related instruction, beginning July 1, 2026. Sponsors do not apply for the grant. A program can participate only after an eligible institution receives state certification and Department of Education approval.

Overview

Workforce Pell Grants are federal student financial aid. The U.S. Department of Education administers the program. Eligible students enrolled in an approved short-term workforce program receive the aid. The school disburses it. A Registered Apprenticeship sponsor does not apply to the Department of Education for this funding and does not receive the grant.

The aid became available July 1, 2026. On September 8, 2026, the U.S. Department of Labor Office of Apprenticeship issued Circular 2026-04, Opportunities and Flexibilities for Registered Apprenticeship Sponsors to Utilize Workforce Pell. That circular is the apprenticeship-specific guide. It explains how related instruction at an eligible college or other training provider can sit inside an approved Workforce Pell program.

Participation is not automatic. The training program must be certified by the state and approved by the Department of Education. Not every Registered Apprenticeship qualifies.

Eligibility

Three separate approvals matter, and this page does not decide any of them.

  • The educational institution must be eligible to participate in federal student aid.
  • The short-term workforce program must receive state Workforce Pell certification and Department of Education approval.
  • The student must qualify for a Pell Grant under the Department of Education’s student eligibility rules, including the FAFSA.

A sponsor’s role is to work with the institution that provides the related instruction and confirm that the program is approved, or is being submitted for approval. Read Circular 2026-04 and the Department of Education final rule before relying on a specific hour, credential, or earnings threshold.

Sponsors should keep the apprenticeship’s related-instruction agreement and the institution’s Workforce Pell approval status. Students complete the FAFSA with the school. Official requirements are in the Department of Education final rule and Circular 2026-04.

Registered Apprenticeship registration alone does not make a program or a student eligible. Sponsors, employers, and intermediaries cannot draw down Workforce Pell directly. There is no WorkHands application for this aid.

Use of funds

Workforce Pell helps pay the educational costs of an eligible student’s enrollment in an approved short-term workforce program. For apprenticeship, that is typically the related instruction offered by the approved institution, not the sponsor’s wage bill or on-the-job training costs.

Active since July 1, 2026. Program approval is required. The Office of Apprenticeship circular is dated September 8, 2026. There is no single nationwide application deadline.

There is no nationwide sponsor application and no single deadline. Access runs through an eligible institution whose program is state-certified and approved by the Department of Education. Students apply for the grant with the FAFSA.

    Start with Circular 2026-04, including its appendices. It is the Department of Labor’s explanation of how a Registered Apprenticeship sponsor can use Workforce Pell. The Department of Education final rule controls student-aid requirements.

  2. Identify the institution that provides related instruction

    The grant is paid to eligible students through an institution that participates in federal student aid. Confirm which college or training provider delivers the instruction you want covered.

  3. Confirm state certification and Department of Education approval

    Ask the institution whether that specific program is already approved for Workforce Pell or is being submitted. State workforce agencies use the Department of Education’s certification form. Approval of the institution’s program is separate from registration of the apprenticeship.

  4. Send students to the institution’s financial aid office

    Eligible students apply with the FAFSA. The school determines the award and disburses it. WorkHands does not calculate Pell eligibility or handle financial aid.

FAQs

Can a sponsor apply directly for Workforce Pell?

No. Workforce Pell is student financial aid administered by the U.S. Department of Education. The student receives it through an eligible institution. Sponsors use it by connecting apprenticeship-related instruction to a program the Department has approved.

Does every Registered Apprenticeship qualify?

No. The related-instruction program has to meet the Department of Education’s Workforce Pell requirements and be state-certified and approved. Registration with the Office of Apprenticeship is not the same approval.
